What is the NDRF?

The NDRF is Significant and Transforming

The National Disaster Recovery Framework (NDRF) provides guidance, through a flexible and inclusive structure, that creates more support for disaster-impacted state, local and tribal jurisdictions as they recover from disasters. The NDRF is designed to enable disaster recovery managers to operate in a unified and collaborative manner as they work to restore quality of life, rebuild infrastructure, and revitalize economic and environmental vitality after a disaster strikes.

An Impactful Purpose

Created in line with the vision set forth in Presidential Policy Directive 8, the NDRF was developed as a result of significant stakeholder input and outreach in all ten FEMA regions and major cities across the country.

The goal of the NDRF is to help build a More Resilient Nation – one in which individuals, communities and our economy can better withstand and rapidly recover from disasters.

  • Provide Stakeholders The Opportunity To Discuss The National Disaster Recovery Framework through attendance at the interactive Afternoon Break-Out Work Sessions designed to examine the NDRF’s six Recovery Support Functions (RSFs), their impact on future recovery operations, and how your organization, community, or agency might best interface and coordinate with RSF partners following a large scale or catastrophic disaster. The six RSFs include:

 Community Planning and Capacity Building

Economic

Health and Social Services

Infrastructure Systems

Natural and Cultural Resources

  •  Provide Stakeholders The Opportunity To Engage In A Meaningful Active Afternoon Dialogue recapping the RSF work sessions and highlighting the assumptions, best practices, challenges and resource needs identified within the various break-out sessions.  Participants will also reflect on how the NDRF can be implemented in their local communities and jurisdictions, both now and in the future.

The National Disaster Recovery Framework (NDRF) provides guidance that enables effective recovery support to disaster-impacted states, local, tribal, and territorial jurisdictions. It provides a flexible structure that enables disaster recovery managers to operate in a unified and collaborative manner. The NDRF focuses on how best to restore, redevelop and revitalize the health, social, economic, natural and environmental fabric of a community and build a more resilient Nation.

Presidential Policy Directive - 8 (PPD-8) sets a strategic vision for national preparedness using a comprehensive approach to preparedness.  It and its component policies intend to guide how the nation, from the federal level to private citizens, can “prevent, protect against, mitigate the effects of, respond to, and recover from those threats that pose the greatest risk to the security of the Nation.”  The NDRF was created in line with the vision set forward in Presidential Policy Directive 8 (PPD-8).

Lessons in Community Recovery: Seven Years of Emergency Support Function #14 Long-Term Community Recovery from 2004 to 2011.  This report chronicles seven years of work with over 180 communities across 23 states, two Indian Tribal governments and the Commonwealth of Puerto Rico providing recovery planning support.  It provides lessons with significant relevance for states and communities interested in implementing the NDRF.  NDRF principles are explained and illustrated in this report.
